Update on Philip Avenue at West 1st Street intersection work

The North Shore Wastewater Treatment Plant Project (the Project) is continuing work at the Philip Avenue and West 1st Street intersection to connect conveyance pipes. Crews are preparing to install pipes in the south of the intersection and prepare excavations for additional service connections in the north of the intersection. Please be advised, as the work location shifts throughout the intersection, traffic patterns will be affected.   

What to expect:

  • From December 24 to 28, 2020 the traffic lights will be reinstated in the intersection. During this period, the following traffic pattern changes will be in effect:
    • Right-turn restriction for truck traffic heading northbound on the overpass. Trucks will travel through the intersection, detour via Welch Street and Garden Avenue (please see blue line on the map below).
    • Northbound passenger vehicles may turn right onto West 1st Street, or travel through the intersection.
  • From December 29, 2020 until January 11, 2021 the following traffic pattern changes will be in effect:
    • Right-turn restriction for all traffic heading northbound on the overpass. All traffic must travel straight through the intersection to Welch Street.
    • Eastbound access to West 1st Street will be via Welch Street and Garden Avenue for truck traffic.
    • Passenger vehicles have the option to turn left or right at Welch Street.
    • Traffic control personnel will manage flow of traffic through the intersection.
  • Starting the week of January 11, through to mid-February, work will shift to the west of the intersection and the following traffic pattern changes will be in effect:
    • Right-turn restriction for truck traffic heading northbound on the overpass. Trucks will travel through the intersection, detour via Welch Street and Garden Avenue (please see blue line on the map below).
    • Northbound passenger vehicles may turn right onto West 1st Street, or travel through the intersection.
    • Traffic control personnel will manage the flow of traffic through the intersection.

Throughout this work, single lane traffic in each direction on West 1st Street and the Philip Avenue Overpass will be maintained. Parking and cycling lanes on the approach to the intersection will be removed and cyclists will share the road. Access to businesses will be maintained.

Road users are requested to continue to use caution in this area and obey construction signs and traffic control personnel.

As the Project progresses, we will continue to provide updates about any changes to regular work hours (Monday to Friday 7 a.m. to 8 p.m.; Saturday 9 a.m. to 5 p.m.). No work will take place on Sundays or Statutory Holidays.

Additional work will be required to install maintenance holes on the north side of West 1st Street and to connect pipes east of Philip Avenue. We will provide updates to businesses and road users as they become available.
