Update on Philip Avenue and West 1st Street intersection work

Further to the June 25, 2020 Project update, work is continuing for the North Shore Wastewater Treatment Plant Project at the Philip Avenue and West 1st Street intersection to connect conveyance pipes and relocate the existing watermain.

SUPPORT PILING INSTALLATION UPDATE

Support piling on the west side of the intersection is complete. Crews are shifting to the east side of the intersection to complete the support piling, watermain works and excavations at that location.   The anticipated schedule to install support pilings, which may cause an increase in noise levels around the work area is as follows:

  • Week of July 20 for six to eight working days
  • Week of August 4 for four working days

PHILIP AVENUE and WEST 1st INTERSECTION WORK

The next stage of work will temporarily affect normal traffic patterns in the area. Crews will alternate between the east and west side of the intersection.

What to expect:

East side of the intersection – Starting as early as July 20 until August 2020, a detour will be implemented for northbound traffic on Philip Avenue to allow road users to travel safely past the work area.

  • For access to West 1st Street from the Philip Avenue Overpass northbound:
    • Truck traffic will be rerouted straight through the intersection, turn left on Welch Street, left on Garden Avenue, and left on West 1st Street to access West 1st Street eastbound
    • Passenger vehicles will travel straight through the West 1st Street intersection, and may turn left or right on Welch Street

  • Philip Avenue between Welch Street and West 1st Street:
    • Northbound through traffic permitted
    • Southbound traffic for business access only

West side of the intersection – This traffic pattern has been in effect since late June 2020.

  • Philip Avenue between Welch Street and West 1st Street:
    • Closed to through traffic while crews are in the west side of the intersection
    • Access to businesses and parking for employees and customers will be maintained at all times

Timing of Works – Crews will alternate between work on the west side and east side of the intersection until late September 2020. Work will continue in this intersection until late November 2020. Please watch for road signs and traffic personnel.

TRAFFIC IMPACTS

We anticipate some traffic delays related to this work. Please allow for extra time when travelling in this area. Please see map on reverse for location details.

  • Traffic signal operations at the Philip Avenue/West 1st Street intersection will be temporarily disabled while this work is underway, with traffic control personnel managing the flow of traffic.
  • Road signs will be in place throughout this work.
  • Road users are requested to please use caution while driving or cycling in this area and obey construction signs and traffic control personnel.

What to expect:

West 1st Street:

  • Single-lane traffic in each direction through the Philip Avenue and West 1st Street intersection
  • Parking and cycling lanes will be removed on the approach to the intersection
  • Cyclists will share the road during this work

Philip Avenue Overpass:

  • Single-lane traffic in both directions on the overpass will be maintained
  • Large vehicles including trucks will have access to the overpass. Some turning restrictions may be in place for trucks depending on the location.
  • Traffic control personnel and road signs will be in effect.

Due to the nature of construction, timelines are subject to change and will be communicated accordingly.

West 1st Street and Philip Avenue Detour Routes

Anticipated work hours are Monday to Friday 7 a.m. to 8 p.m., and 9 a.m. to 5 p.m. on Saturdays. Please be advised that the Project has applied for a temporary extension of work hours with the District of North Vancouver to complete quieter activities during lower traffic volumes. If approved, the Project will provide an update through a website update, email and letter to the neighbouring community.
