Notice of Potential Upcoming Nighttime Work

In order to complete the stone column installation and pre-load (piles of sand and gravel) required for ground strengthening in the shortest timeframe possible, and to minimize traffic impacts for the community, ACCIONA has submitted an application to the District of North Vancouver for temporary nighttime work. If approved, this would allow us to work during off-peak traffic hours, which would reduce the number of daytime truck trips required for this work by up to 50 per cent and reduce overall operating times.

A noise assessment was undertaken by a third-party noise consultant to conduct noise monitoring for all equipment operating on site for the proposed nighttime stone column installation. The noise assessment considered potential changes in noise levels in the industrial and residential areas surrounding the site. Results indicated that noise levels from proposed activities at adjacent commercial properties will be audible but less than the levels produced by daytime traffic on West 1st Street. At the closest residential areas, noise levels are not expected to exceed ambient daytime noise levels. When ambient levels are lower, noise from proposed activities may be audible outdoors at some of the closest residences but it is unlikely to be audible or to create any disturbance indoors.

As part of the application process, the Project will undertake a one-week trial of nighttime work in early October. The purpose of the trial period is to test the impacts of the overnight work with the community. This will allow the Project to address any concerns surrounding nighttime work prior to the District of North Vancouver granting a noise bylaw exemption. What to Expect

  • One-week trial period would begin Monday, October 2, 2017, with a gradual extension of working hours – first until 10:00 p.m. and then until midnight Monday to Friday, with work starting at 7:00 a.m. on Saturday.
  • Subject to completion of the trial period and approval from the District of North Vancouver, temporary nighttime work would start the week of October 9, 2017 through to mid March 2018.
  • Nighttime work would take place between the hours of 8:00 p.m. and 7:00 a.m. Monday to Friday. Saturday work would take place from 7:00 a.m. to 5:00 p.m., with no work Saturday night or at any time on Sunday.

Temporary nighttime work approval would only be for activities related to stone column installation and pre-load. Stone column and pre-load materials are transported by barge and trucked a short distance to the site, eliminating truck traffic for these activities north of West 1st Street.

If nighttime work is approved, the Community Liaison Officer will send a follow-up email outlining further details or conditions of approval to the Project database and post an update to the website.
